Franks Blasts Administration for Seizing 1 Million Acres of Uranium-Rich Land

June 20, 2011- Following an announcement by Interior Secretary Ken Salazar that the Obama Administration intends to make 1 million acres of uranium-rich land in Arizona off-limits for future uranium mining, Congressman Trent Franks (AZ-02) released the following statement.

“This shameful effort by the Obama Administration is a step in precisely the wrong direction for the American economy, making the U.S. even more dependent on foreign powers and potentially creating a serious national security threat going forward.

“Of America’s existing 104 operating nuclear reactors, 90% now import the uranium they use from foreign countries, as opposed to the 1970′s, when America was 100% self-sufficient.

“Despite the fact that uranium mining efforts have for decades operated without impacting the environment or our the beauty of our national parks, President Obama is nonetheless seeking to make 326-375 million pounds of the best quality uranium in the entire country off-limits, thus putting the desires of a handful of rabid environmentalists above America’s long-term energy independence and national security.”

Congressman Franks was the lead sponsor last year of H.R. 5665, which aimed to protect Arizona’s land from just such an expected overreach by the Obama Administration.

Grijalva Cheers Announcement That Interior Sec. Salazar Will Recommend Protecting One Million Acres Surrounding Grand Canyon

Grand Canyon National Park, Ariz. – Rep. Raúl M. Grijalva today cheered Interior Secretary Ken Salazar’s announcement that he will recommend the withdrawal of one million acres of public land near the Grand Canyon from mining activity for the next 20 years. Grijalva, the ranking member of the House Subcommittee on National Parks, Forests and Public Land, has been a leading advocate of the withdrawal option and has introduced bills every Congress since 2008 permanently to withdraw the land from hardrock mining.

The area in question has been under a two-year moratorium while Salazar and Interior Department officials considered longer-term options. Grijalva wrote a letter to Salazar May 4 urging him to withdraw the full one million acres under consideration from mining activity as soon as possible. The letter is available athttp://grijalva.house.gov/oversight.

The Interior Department will formally release an environmental impact statement on the area within the next six months laying out Salazar’s recommendation.

“I couldn’t be happier with this announcement, and I thank Secretary Salazar for making a far-sighted recommendation today,” said Grijalva, who was present at today’s announcement at the Grand Canyon. “The Grand Canyon is one of the most recognizable and spectacular natural wonders in the entire world. This is the right decision for today, for tomorrow and for the future of our country.”

Grijalva pointed out that the withdrawal would protect billions of dollars and thousands of jobs in tourism and related fields throughout the Southwest region, and would protect the Colorado River from potential degradation.

“This withdrawal would protect the economy, the environment and the crown jewel of our national parks system for decades to come, and I wholeheartedly support Secretary Salazar’s decision today,” Grijalva said.

Sheriff Paul Babeu Receives “2011 National Sheriff of the Year Award”

Tonight, Pinal County Sheriff Paul Babeu was recognized as the “2011 National Sheriff of the Year” by the National Sheriffs’ Association (NSA). The award was presented during the Opening General Session on Sunday, June 19th at the NSA’s Annual Conference in St. Louis, Missouri.

The National Sheriffs’ Association (NSA) established the Ferris E. Lucas award in 1995 to recognize an outstanding sheriff of the year for contributions made to improve the Office of Sheriff on the local, state, and national levels, and for involvement in the community above and beyond the responsibilities required. The award is given in memory of Ferris E. Lucas, NSA Past President (1944-46) and executive director (1964-82), who completed 50 years of distinguished service and leadership in law enforcement. In 2008, Sheriff Paul Babeu won his first term in a landslide election victory over the incumbent sheriff. Since being elected as the Pinal County Sheriff, he has become one of the most progressive Sheriffs in the country.

Sheriff Babeu has earned both statewide and national attention for his strong stance against illegal immigration. His stance and actions against those responsible for drug and human trafficking has earned him the distinction as one of “America’s Toughest Sheriffs on Illegal Immigration.”

The Pinal County Sheriff’s Office is the third largest in the state of Arizona with over 700 employees. Under Sheriff Babeu’s direction, the Pinal County Sheriff’s Office has acquired both innovative equipment and technology through $7,000,000 in grant funding. Citizens of Pinal County used to have to wait up to 15 minutes for a deputy to respond, the response time has now been cut in half.

The approach has allowed all agencies within Pinal County to pool their resources and work together, saving money and improving service. Thanks to Sheriff Babeu, Pinal County now has a Regional SWAT, Traffic and Narcotics Task Force.

Sheriff Babeu has also organized a “Citizens on Patrol” program and a “Citizen Alert Network” which has brought the community forward and more active with the Sheriff’s Office.

Sheriff Babeu is an Advisory Board Member for the National Organization for Victim’s Assistance. He is also in his second term as the President of the Arizona Sheriff’s Association. Adams, a husband, father and a small businessman, is a lifelong resident of the East Valley. After building a successful property and casualty insurance business, Adams was first elected to the Arizona House of Representatives in 2006 hoping to craft conservative policies to make Arizona a better place for his family.

But he soon found himself frustrated by the failed attempts of the Republican majority to stop the liberal policies of Janet Napolitano and the Democrats. So, Adams decided to run against the veteran Speaker of the House after only one full term in office on a pledge of more aggressively pushing a conservative agenda and bringing more transparency to the Legislature.

Adams shocked political observers, when at only 35 years of age, his long-shot bid was successful – making him the youngest Speaker in Arizona’s history.

In his three years in the top leadership post in the House, Adams turned the tide. In the aftermath of Janet Napolitano’s spending spree, Adams negotiated and authored the first structurally balanced budget in at least five years – and without any accounting gimmicks or debt financing. In total, Adams pushed more than $3 billion in spending cuts through the House.

Adams’s Jobs Bill resulted in the largest permanent tax cut in Arizona history. Adams even took on the public-employee unions, authoring and passing a top-to-bottom reform of the state pension system to free taxpayers from ever increasing liabilities. And as Speaker, Adams helped ensure the passage of SB1070 and make sure it was defended both in the court of law and against the liberal media and national boycott groups.

Grijalva Announces Second Meeting With University of Arizona Veterans Group on Friday, April 29 – Will Include Award Presentation

Tucson, Ariz. – Rep. Raúl M. Grijalva today announced he will meet with a group of University of Arizona student veterans on Friday, April 29, at his Tucson district office. The event follows a meeting he held with the same group at the University’s Veterans Education and Transition Services (VETS) center in late March.

At last month’s event, Grijalva listened and responded to concerns about tuition, student services, GI Bill policy and other issues of interest to the student veteran community. Friday’s event continues that discussion and will include the presentation of a special student award.

“These students deserve all the support we can give them, both in the classroom and in the working world,” Grijalva said. “Cutting higher education funding now, at either the state or federal level, would be a huge mistake and hit these students hard when we’re still hearing mixed economic news. I’m proud to represent them and the University in Congress, and these conversations help make sure our student veterans get the help they need from their government.”

Grijalva thanked University of Arizona President Robert Shelton for his “determined leadership in helping the VETS program become the nationally recognized role model that it is.” The University of Arizona Student Veterans of America chapter was named Chapter of the Year last October at the group’s annual convention, and the school’s Supportive Education for the Returning Veterans classes have gained recognition as an effective model for specialized veteran education.

The VETS program has received federal funding each year since its inception with Rep. Grijalva’s support, and the school is now one of only four in the country to offer scholarships through the Pat Tillman Foundation’s Tillman Military Scholars Program.

The meeting will take place at Grijalva’s Tucson district office at 738 N. 5th Ave. from 11:30 a.m. – 12:00 p.m.

Meet Andy Tobin:

Born in Manhattan and raised on Long Island, Mr. Tobin moved to Arizona in 1979 and spent 14 years in the banking and real estate mortgage loan business in Phoenix, working through the saving and loan crisis. His business experience ranges from the aerospace and manufacturing industries to banking, finance, insurance and marketing. He was CEO of a local aerospace company employing 200 people for three years.

Mr. Tobin currently lives in Paulden, a small community north of Prescott in Yavapai County, where he owns small business specializing in employee benefits and commercial insurance.

Elected to the Legislature in 2006, Mr. Tobin represents District 1 – a sprawling rural district that encompasses Sedona, Williams, the Verde Valley and the Prescott Tri-city area. He’s the first rural Speaker of the House since former Speaker Jake Flake.

As Majority Leader, Mr. Tobin was instrumental in the legislative successes this past session, helping to author and pass a truly balanced budget, pension reform and the Jobs Bill. Prior to being elected Majority Leader in January, he was House Majority Whip for two years – elected after only one term in office.

Grijalva Calls for Public Comment Period, Fiscal Report Before Arizona Cuts Hundreds of Thousands From State Medicaid Program

Washington, D.C. – Rep. Raúl M. Grijalva today sent a letter to Cindy Mann, director for Medicaid and State Operations at the federal Centers for Medicare and Medicaid Services (CMS), outlining his concerns about Arizona’s recently announced plan to drop approximately 280,000 state residents from the state Medicaid program. The letter, which follows a March 1 meeting between Grijalva and Mann in Washington, requests a 90-day public comment period on the agency’s recently released guidance allowing the state to drop patients; a hearing in Arizona between members of the public, the health care community and CMS officials; and the preparation of a fiscal analysis on the economic impact of what dropping so many people from the Medicaid would do to the ongoing economic recovery.

It is unclear when CMS might respond to the letter. CMS recently released a guidance allowing Arizona to slash Medicaid rolls later this year. Grijalva’s letter responds to that guidance.

“Anyone who thinks the best way to save money is to cut medical coverage for hundreds of thousands of people is in for the shock of a lifetime,” Grijalva said. “This will devastate our economy in several ways, and the public deserves a chance to make its voice heard before any action is taken by the state of Arizona.”

Gov. Jan Brewer’s proposed cuts to the Arizona Health Care Cost Containment System (AHCCCS), the state Medicaid program, would eliminate $541.5 million in state general funds and $1.64 billion in total funds from the AHCCCS budget in fiscal year 2011. At the same time, the state legislature Feb. 16 passed a $538 million package of tax cuts, including a nearly 30 percent reduction in corporate income taxes. The package allows multi-state firms that sell most or all of their goods outside Arizona to use a tax computation formula to escape paying any state corporate income taxes.

“This is slash and burn tactics against working families,” Grijalva said. “Gov. Brewer is telling Arizonans health insurance is a lower priority than giving taxpayer money to her corporate friends. The state will be severely worse off if this all goes according to her plan.”

As the letter says, “The recession has taken a heavy toll on our society and has overwhelmed the very safety net programs Americans rely on. However, slashing the programs that have prevented further societal hardships would be a mistake. The Arizona Hospital and Healthcare Association has noted several immediate impacts of the proposed cuts:

  • The loss of this coverage would disrupt and devastate the lives of many Arizonans living in poverty, and inhibit their ability to work if they are not healthy enough.
  • Patients could be cut in the midst of lifesaving outpatient therapies, including chemotherapy and dialysis. A sudden loss of coverage for these patients could mean the difference between life and death.
  • The uninsured often put off primary care and outpatient treatment due to the inability to pay, and as a result turn to emergency departments for their medical needs. This inefficient model places strain and excess cost on the entire state healthcare infrastructure.
  • When patients are uninsured they are “cost-shifted” to self-paying and commercially insured patients, increasing costs to everyone

According to a recent study by the L. William Seidman Research Institute at Arizona State University’s W.P. Carey School of Business, Brewer’s AHCCCS funding reduction would result in the loss of 30,000 jobs statewide. “Why lawmakers elected to represent the state’s interests would make that kind of decision is completely beyond me,” Grijalva said. “It’s an outrage to common sense.” The report is at http://www.azhha.org/member_and_media_resources/documents/ASUMedicaidStudy1.pdf.

According to the Center on Budget and Policy Priorities, Medicaid funds are much more powerful as economic assistance than tax cuts. As a February analysis explains, “[M]ainstream economics suggests (and studies such as those carried out by the Congressional Budget Office and Mark Zandi, chief economist for Moody’s Analytics.com show) that most such tax cuts have a far lower ‘bang for the buck’ in promoting economic growth and creating jobs in a weak economy than does the Medicaid spending that would be reduced, because a substantial share of the tax cuts would be saved rather than spent. [. . .] The net result of repealing [Medicaid funds] thus almost certainly would be weaker economic growth and the loss of the thousands of jobs that would have been created by the lost Medicaid spending.”

“Job creation is the chief motivator of the new Republican Majority in the House, therefore, any positive development on the unemployment front is welcome news to all of us. While thousands of Arizonans remain unemployed or underemployed, I’m hopeful that today’s news marks a trend towards continued job growth. While the numbers are indeed promising, they still fall far short of where we need to be.

“Many American companies continue to keep their capital on the sidelines while they wait for Congress and the White House to get on the same page.  Simply urging businesses to hire is not going to get the job done.  Both chambers of Congress have to remove barriers to job creation. If the House and Senate can agree on a long-term funding bill featuring significant spending cuts, we can begin to address critical issues like entitlement and tax reform. We still have a long way to go, but we’re heading in the right direction.”

Representative Schweikert Introduces Balanced Budget Amendment

Washington, D.C. – Today, Congressman David Schweikert (R-AZ) introduced H.J.Res.23, a Balanced Budget Amendment to the United States Constitution, in the House of Representatives:

H.J.Res.23 is an amendment to the Constitution that requires the U.S. Congress to balance its budget every year. It is more stringent on federal spending than any other balanced budget amendment introduced so far this Congress. It caps federal spending at a lower level than others and makes it more difficult for Congress to pass tax increases.

The amendment includes three pillars: (1) requiring a balanced budget for each fiscal year, (2) limiting federal spending to no more than 18 percent of GDP, and (3) requiring a two-thirds vote in both Houses of Congress in order to increase taxes, raise the debt ceiling, or run a specific deficit in a particular year.

“I am pleased to stand along-side my colleagues Senators Lee and Kyl to introduce this balanced budget amendment bill in the House of Representatives. It is clear that Washington has a spending problem and the American people deserve better than a Congress that wastes their tax dollars. The most certain way to reign in this out-of-control spending and demand Washington get its fiscal house in order is to require Congress to balance its budget,” said Schweikert.

“During these tough economic times, American families and small businesses are tightening their belts to live within their means. In order to cure the spending binge in Washington that is crushing jobs and threatening America’s future, Congress must do the same. We need to demonstrate that we are serious about shrinking the size of government.

“Time and again, Congress has proven it cannot be trusted to spend less than our federal revenue each fiscal year. A strict balanced budget amendment is the only surefire way to keep the federal government accountable to cut the reckless spending and shrink the crippling debt. It is a bold step that holds government accountable to the people. And we can win this fight.”

In addition to Senator Lee and Senator Kyl, the Senate Republican Whip, this amendment has received broad support from conservative leaders including Senators Jim DeMint, Rand Paul, David Vitter, Pat Toomey, Marco Rubio and John Thune as original co-sponsors. It has also been endorsed by conservative organizations like the Club for Growth, Americans for Tax Reform, FreedomWorks, and Americans for a Balanced Budget Amendment.

Grijalva Thanks Department of Education for Maintaining Record Pell Grant Maximum Award of $5,550 For Academic Year 2011-2012

Washington, D.C.– The Department of Education has announced that the maximum Pell Grant level will be $5,550 for the upcoming 2011-2012 school year. The figure matches the highest in history and reflects lawmakers’ commitment in the last Congress to help expand college access regardless of family income.

“This economy has made federal assistance more crucial than ever for parents looking to send their students to college,” said Rep. Raúl M. Grijalva, who sits on the House Committee on Education and The Workforce. “Having a competitive and successful workforce means educating every student who wants to go to college, and Pell Grants remain one of the best ways to make that happen.”

Pell Grants are given to students by the Department of Education through the school based on students’ financial need. Approximately nine million American students will havereceived some form of Pell Grant assistance in academic year 2010-2011.

As part of the Student Aid and Fiscal Responsibility Act, the same educational reform package that ensured the Pell Grant limit would not decrease, the interest rate for need-based student loans will go down to 3.4 percent on July 1. Pell Grants are not loans and do not need to be repaid.

Grijalva One of 18 Top Legislators On Humane Society Legislative Fund Scorecard for 111th Congress

Washington, D.C. – The Humane Society Legislative Fund has given Rep. Raúl M. Grijalva, ranking member on the House Subcommittee on National Parks, Forests and Public Lands, a perfect rating on its newly released Humane Scorecard for the recently concluded 111th Congress. The score reflects Grijalva’s support or co-sponsorship of 15 bills, including the Restore Our American Mustangs (ROAM) Act that he introduced with Rep. Nick Rahall.

Grijalva is one of only 18 Representatives to receive a “100+” score, indicating that he not only supported every major pro-animal bill before the House but took the initiative in sponsoring a bill considered a top priority by the Humane Society. The ROAM Act sought to restore the prohibition on the commercial sale and slaughter of wild free-roaming horses and burros, and to replace the current system of roundups and warehousing in holding facilities with more humane and fiscally responsible management practices such as adoptions, sanctuaries, and birth control.

“I’m proud of my record on conservation, endangered species and other animal protection issues, and I gratefully accept the Fund’s support,” Grijalva said. “It’s important for every Member of Congress to consider his or her votes’ impact on wildlife and environmental quality. The Humane Society has given us a timely reminder of why it’s important to champion wild horse preservation, endangered species protection and other causes that often don’t receive the attention they deserve.”

The scorecard highlights three major legislative advancements from the 111th Congress, including the passage of the Animal Crush Video Prohibition Act, the Truth in Fur Labeling Act and the Shark Conservation Act. Several other initiatives, including the ROAM Act, passed the House but were never approved by the Senate.
